הטעם נתבאר בסי' ק"ה ס"ט בהג"ה:

(יז) קשקשים מותרים.

גם השו"ע כתב כן, אלא שהוא מטעם אחר כמ"ש שם. ולדידן לא שייך האי טעמא כיון דמשערינן במליחה בס', ולכן חזר רמ"א וכתב להתיר אפילו לדידן, משום דאז לא רפו קרמייהו ואינן פולטין מיד כו'1:
