ב-28 לנובמבר1 1800 מוחתם היהודי זלמן בן ברוך בוועדה הסודית על התחייבות החתומה על ידי ערבים, שלאחר שחרורו יגור בפטרבורג, בביתו של צעבערט, ששם מתגוררים יהודים, ולא יצא את העיר עד אשר יותר לו.
